@ImageOptions doesn't resize lossy jpgs?

This seems a bug to me. Can someone help me verify this?

when using a jpg like
@Source("images/Status-Verified.jpg")
@ImageOptions(width=10)
public ImageResource OrderStatusVerified();
the width parameter seems to have no effect.

when using a png like
@Source("images/Status-Verified.png")
@ImageOptions(width=10)
public ImageResource OrderStatusVerified();
the resulting image resource is properly resized

the image itself is 24x30. The jpg version is lossy
