From what I know, 2.7 has been delayed because of issues in the compiler and SuperDevMode when enhancing them to make them faster (and make SuperDevMode much more usable and a true alternative to the dying DevMode).

I've been told the RC1 should, if things go well, be released during September (but nearer to the end of the month than the beginning).
