Oh I remember that one too: "Eclipse plugin: \"Uninstall\" button is disabled, unable to upgrade" :(

I had lots of fun with Windows Vista UAC back then, I'm thinking it had something to do with it.

I gave up and reinstalled Eclipse.

Re-installing the disabled plugin helped in my case. (I don't recall whether GWT got disabled by SVN or vice versa.)
