You can set the cache headers from Tomcat using a filter like this example.

Or, you can also set it up in Tomcat7 with the Expiration Headers filter configuration.

Either way, using a Bundle or not, you'll need to follow the best practices for GWT and ensure that only the *.cache files are indeed cached by applying these headers somehow.
