Doing a straight redevelopment could be a huge undertaking.

You may want to checkout www.auraplayer.com a solution that can create SOAP or REST services from Oracle Forms business logic. That way you can leverage the existing business logic trapped in Forms and run it from new any modern user interfaces that can run a webservices.
