Getting a Plugin failed to connect with the red GWT box stop

Hi.

I am continuously getting 

Plugin failed to connect to Development Mode server at 136.152.208.178:9997

Follow the troubleshooting instructions at http://code.google.com/p/google-web-toolkit/wiki/TroubleshootingOOPHM

with a red GWT tool box, (meaning the IP is allowed).  

localhost:8080/manage/index.html?gwt.codesvr=136.152.208.178:9997

I am using IntelliJ 12, with Tomcat 7 (apache-tomcat-7.0.47) and GWT gwt-servlet-2.5.1.jar

with Chrome Version 31.0.1650.57 

Debug Mode Parameters:  -noserver -bindAddress 0.0.0.0

I have stopped and started Chrome, stopped and restarted the Debug configuration.

If I try this more than once I get "GWT DMP Plugin has crashed." 

What do I do to make this work?
