If you have JSNI (and your JSOs probably have a lot), you have to use a GWTTestCase.

But defining a <servlet> in your gwt.xml should work (GWT's own unit tests makes use of it: GWT-RPC, FormPanel, RequestFactory and RequestBuilder). Maybe check that your GWTTestCase's getModuleName returns the correct module name (in case your servlet is defined in a unit-test-specific gwt.xml file)
