I was able to fix the issue. To access public folder we need to use GWT.getModuleBaseForStaticFiles() as base path. refer following documentation http://www.gwtproject.org/doc/latest/DevGuideOrganizingProjects.html#DevGuideModules

We have created this https://github.com/Agnie-Software/ZeroClipboard GWT wrapper over ZeroClipboard javascript library. This library contains .swf file which needs to be loaded to use this library. We have placed required .swf file inside a public folder and marked that folder as public folder inside .gwt.xml. When I use this library inside test app, every thing works well with GWT Classic Dev mode. But failed to get it working for Super Dev mode, the reason we identified, required .swf file doesn't get copied to test app module.
