It's not a "container", it's an embedded server.
No one specifically wants to be coupled so closely to that particular version, it just happens that Jetty doesn't provide backwards compatibility (for semver lovers, note that they bumped the major version a couple times).
…and until quite recently, we couldn't update it because HtmlUnit (used in GWTTestCase) depends on Jetty too (I think I already said it before in this thread)
