And, BTW, I do have the -startupUrl set in the run configuration for the app in Eclipse.  ??

My web.xml includes:

  <welcome-file-list>
    <welcome-file>FERPASigningRequest.jsp</welcome-file>
  </welcome-file-list>

Isn't that the startup URL.  I'm confused.
