This feature has been implemented after GWT 2.7 and will be available in GWT 2.8. We should modify the documentation to reflect that. Sorry for the confusion.

If you are talking about:

@def BLA1 is("browser.engine",  "webkit");
@if (BLA1) {
    ... some styles {
}

I don't think this feature will be implemented one day. The reason is simple: you can use conditional to define value of a constants, so conditional cannot depend of a constant. (or in other words: conditionals are evaluated before evaluating the constants)
