Resolved it myself. It turns out that due to the nature of RPC communication, the directory structure of the project needs to match exactly what appears in the server-side code. The upshot is that I needed to name the project ROOT.war instead of test.war so that tomcat8 unpacked it to the correct spot in the file system.
