You have to add a class name to the TabLayoutPanel (addStyleNames in UiBinder). Then you can use ".myClass.gwt-TabLayoutPanel" which means both css classes must be present (no space between classes).
-- Alternatively you probably have a container which contains the TabLayoutPanel. In that case you can apply a class to the container and use ".container .gwt-TabLayoutPanel" which means "any TabLayoutPanel inside any element that has .container class applied".
