GWT Developer Plugin Properly Installed but apparently not recognized

Good afternoon.  We are trying to run a GWT test application from Eclipse Kepler using Google App Engine 1.9.2 on FireFox 26.  The Google Web Developer Plugin is properly installed as you can see from the attached image, but apparently something is not working.   Can someone please advise.  This worked last week and it feels like we just took a huge step backwards.
