I've hit the same error for ie7:

%3Dfalse/gwt/plugins/ie/GwtDevPluginSetup.exe was not found on this
server. That's all we know.

This means my only working browser for dev is Chrome, as I'm running
Firefox 12.0.

Have you found any work arounds?
