The only solution is to ask a user to pick his time zone during the setup/onboarding process. Users move around, so even their browser time zone may not necessarily reflect their intentions when it comes to using your app.

It works, but I have to know what time zone I am in and since my application can be used world wide, this is not an option to have a fixed time zone in this manner.
