That means the file has not been filtered by Maven. Either you forgot to declare <filtering>true</filtering> for your <resource> in your POM (see http://maven.apache.org/plugins/maven-resources-plugin/examples/filter.html), or the gwt.xml file is in your src/main/java rather than src/main/resources (I personally like it that way, but I'm not using filtering), or you're not using the correct file (the gwt-maven-plugin should use the correct one BTW)
