Thanks for your answer. Indeed I did misunderstood the javadoc and the entire semantic of @Generate.
Instead of copying the properties for all possible locales, I decided to stay with "relocation" but have a fixed suffix as convention so I can do reverse mapping in Control of ResourceBundle.
Now everything is clear to me.
