Also make sure the server is compressing content, both for static resources and for your RPC calls. That will help with the initial download a lot too.

Also consider using the ClientBundle resources like CssResource and ImageResource. If your internet connection is so poor, I think you're better off inlining some of those small images and CSS rules, rather than making additional requests.
