How to use HorizontalPanel#setVerticalAlignment() ?

GWT 2.4. Why are VerticalAlignmentConstant fields package private in
HasVerticalAlignment and constructor is private? This makes it
impossible to use in other packages such as
HorizontalPanel#setVerticalAlignment() or am I missing something?
