This is what I do:

1. client code:

DecoratedTabPanel tabPanel = new DecoratedTabPanel();
tabPanel.setStylePrimaryName("tabPanel");
tabPanel.setAnimationEnabled(true);

2. CSS:

.tabPanel {
width:99%;
height:99%;
position:fixed;
top:5px;
left:5px;
}

I couldn't get it to 100%, but 99% is enough for me.
