Or, more likely, you have enabled Google App Engine. Disable GAE, its a preference under eclipse. GAE doesn't allow you to run system commands

maybe the webserver that is hosting your file don't have permission to run external programs.

Or the path variable was reset to an empty value so the application cannot find the "cat" program.
